Streaming videos are widely used in recent japanese anti-nuke manifestations.
I wonder how to make translation or select the best videos.

I don't know of any software that can translate the audio from a stream. There are too many variables and usually too much noise in the Audio from a Live Stream to reliably be able to process it using existing Speech to Text technologies. Translation adds another level of obscurity to it.
The best I've done is to translate the Chat and Social Streams using Google Translate so I can understand what is going on. Occasionally somebody will translate in the chat also..
